About

As part of our efforts to explain the health coverage available through Medicaid, CHIP, and the Marketplace created in the Affordable Care Act, the health team at the Center on Budget and Policy Priorities developed “Health Reform: Beyond the Basics” aimed at navigators, advocates, state and local officials and others who help consumers get and keep their health coverage. On this website you will find training and resources that provide in-depth information on eligibility for health coverage programs and how people can enroll.  The site also includes resources and training for volunteer tax preparers, which are designed to help them with the ACA-related components of tax returns.

The Team

Aviva Aron-Dine, Vice President for Health Policy

Aviva leads the Center’s work on Medicaid, the Affordable Care Act, and other health care issues, with a particular focus on policies to expand coverage and access to care for lower-income people.


Judy Solomon, Senior Fellow

Judy’s work focuses on Medicaid and issues related to the implementation of health reform, particularly those related to eligibility for Medicaid and premium tax credits, how the premium credits will be calculated and distributed, and the different coverage options that will be available to consumers.


Tara Straw, Senior Policy Analyst

Tara’s work focuses on eligibility for premium tax credits, issues relating to employer coverage and the employer mandate, and how tax rules affect the coverage provisions of the Affordable Care Act.


Shelby Gonzales, Senior Policy Analyst

Shelby focuses on the implementation of effective outreach and program simplification strategies to promote enrollment and retention in Medicaid, the Children’s Health Insurance Program (CHIP) and coverage in the new marketplace health plans.


Sarah Lueck, Senior Policy Analyst

Sarah works on issues related to the health plans offered in the new health insurance Marketplaces and private market reforms included in the Affordable Care Act. She is also a consumer representative to the National Association of Insurance Commissioners.


Hannah Katch, Senior Policy Analyst

Hannah focuses on issues related to Medicaid, including the Medicaid expansion and better coordination of care.


Matt Broaddus, Senior Research Analyst

Matt evaluates existing research on the Affordable Care Act and provides analytical support in state and federal efforts related to Medicaid expansion under the law.


Jesse Cross-Call, Senior Policy Analyst

Jesse works with health care advocates around the country to support state efforts to take advantage of health reform’s Medicaid expansion, and also analyzes the package of benefits that the plans offered in the new health insurance Marketplaces will offer.



Jen Wagner, Senior Policy Analyst

Jen focuses on Medicaid eligibility and implementation of the ACA, including analyzing opportunities to align Medicaid with other low-income support programs for greater access and efficiency .



Idil Samantar, Executive Assistant

Idil is the executive assistant for the health policy team and provides technical support for the Beyond the Basics webinars.



Kyle Hayes, Research Associate

Kyle supports projects such as Medicaid expansion, Medicaid delivery system reform, and health reform eligibility and outreach for immigrant populations.


Inna Rubin, Health Projects Manager

Inna coordinates outreach for this project and acts as a point of contact for questions regarding health reform and the Health Reform: Beyond the Basics series and website.
