Guidance on Special Enrollment Periods for Complex Cases in the Federally-facilitated Marketplace after the Initial Open Enrollment Period

On March 26, 2014, CMS released guidance for special enrollment periods available in complex cases where specific circumstances blocked a consumer from enrolling in coverage, even though they started the application process on or before March 31st.  These special enrollment period allow a consumer to enroll in health coverage outside of the open enrollment period and have it be effective for that coverage year.
